Di bawah Bimbingan HM. Sidik Priadana.br /br /br /br / Salah satu fokus penelitian ini adalah untuk mengetahui pengaruh regulasi,representasi calon dan proses pilkada terhadap kinerja kepala daerah. Hal tersebut didasarkan pada pemahaman bahwa tujuan Pilkada menurut UU No. 32/2004 adalah Pertama, menghidupkan demokrasi di area lokal dan mengharapkan aspirasi dan kesejahteraan rakyat Iangsung ditangani dengan baik oleh kepala daerah terpilih. Kedua, menata dan mengolah pemerintahan daerah agar tercapai tatanan pemerintahan demokratis yang memberikan nuansa bagi kedaulatan rakyat. Ketiga, mendorong langsung institusi-institusi politik lokal menjalankan tugasnya sesuai harapan rakyat. Sedangkan yang menjadi fokus lainnya adalah untuk mengetahui kinerja kepala daerah hasil pilkada karena kepala daerah memiliki kedudukan penting dalam mengelola pelayanan publik yang berkualitas sehingga masyarakat akan merasakan kepuasan. br /br /br / Penelitian dilaksanakan dengan menggunakan pendekatan kuantitatif dan kualitatif. Untuk kuantitatif digunakan metode penelitian survey, kemudian data dianalisis dengan uji statistik dan regresi berganda. Dengan teknik sampling kluster berganda dihasilkan responden sebanyak 309 kepala keluarga yang berada di enam kabupaten (Karawang, Sukabumi, Cianjur, Tasikmalaya, Bandung, dan Indramayu) dan satu kota yaitu Kota Depok yang sudah melaksanakan Pemilihan Kepala Daerah langsung. Metode kualitatif digunakan untuk mendapatkan data pendukung yang akan memberikan gambaran lebih konkrit dari permasalahan. Wawancara dan Focused Group Discussion (FGD) merupakan teknik pengumpulan data kualitatif. Peserta FGD adalah tokoh-tokoh masyarakat, anggota partai, aparat pemerintahan, LSM, anggota dewan. br /br /br / Hasil yang diperoleh dari penelitian ini adalah: Pertama: Regulasi Pilkada tidak berpengaruh secara signifikan terhadap kinerja Kepala Daerah, Representasi calon berpengaruh secara signifikan terhadap kinerja Kepala Daerah, Proses pelaksanaan Pilkada berpengaruh secara signifikan terhadap kinerja kepala daerah. Ketiga indikator tersebut berpengaruh secara bersama-sama terhadap kinerja kepala daerah hasil Pilkada. Kedua: Kinerja kepala daerah hasil pilkada masuk pada kriteria cukup baik, dan indeks kepuasan masyarakat terhadap pelayanan publik tergolong tinggi. Meskipun indeks kepuasan masyarakat tergolong tinggi, kinerja kepala daerah harus terus ditingkatkan dan menjadi masuk pada kriteria baik. br /br /

The Influence of Regulation, Candidate Representation and Local Election Process toward Performance of Elected Regent or Mayor as the Manager of Public Service through a Parameter of People Satisfaction Index (A Study in Seven Regencies/City in West Java) under supervisory: HM. Sidik Priadana.br /br /br /br / One of the focuses of this research is to find out the Influence of Regulation, Candidate Representation and Local Election Process toward the Performance of Elected regent or mayor. It is based on the understanding that there are three aims of local election. First, it is to create democratization in local areas and to expect for the people’s aspiration; therefore people’s welfare could be handled well directly by elected regent or mayor. The second aim is to manage and run local government; therefore democratized governance can be achieved. The third is directly to support political institutions on the right as the people expected. Another research focus is to inquiry the performance of elected regent or mayor due to the crucial roles in managing high qualified public services of benefit to people satisfaction.br /br /br / The research uses both quantitative and qualitative methods. Survey method was conducted in collecting data. Using the multiplied cluster sampling, there are 309 people having electing rights as the respondents in Karawang, Sukabumi, Cianjur, Bandung, Tasikmalaya, Indramayu, and Depok. The areas have conducted direct local election. The data then was analyzed statistically. The qualitative method is for having supporting data which could describe the real and actual issues. The techniques are an interview and a focused Group Discussion with the participants representing society leaders, party members, civil servants, non government organizations, and members of representative board.br /br /br / The research results are first: Local election regulation has no influence significantly toward the elected regent or mayor performance, both candidate representation and local election process influence significantly toward the elected regent or mayor performance. It means all indicators influence significantly together. Second: the performance of public service gains fair category and people satisfactory towards the performance are in high category. This condition must encourage the regent or mayor along with his/her staff to perform better. br /br /
